EDIT 2: Oh god not only is DP 9 but Red and Blue are 17. I expect a 2nd remake on the 20th anniversary all things considered despite Gen 1 kind of being some of my least favorites.  Not to mention the worst Victory Road in the series in my opinion.

I think the reason Pikachu specifically is allowed, beside being Pikachu, is because of Cosplay Pikachu.  I don't know why Hypno wasn't there though, maybe they thought he was too scary/not scary enough?  Then again Mr. Mime and Driftblim are there......

EDIT: Oh and the latest products on the Pokemon Center might have something to do with Pikachu's inclusion.
