It was a long time ago, but I believe it was on an emulator.
Well I do know Sonic R got an official PC port, problem is that it hates Windows 7 (and probably Vista) more than the first Virtual-ON.
Layer Section's (RayForce) Windows 95 port doesn't give any problems at with my brother's PC since there's way it can be fixed with a third-party program and files on the disc. Despite how bad it looks running on fullscreen on very high resolution monitors, it can be remedied though with D3D Windower and playing it on windowed resolutions instead (which is good because I can play it on much higher its default 320×240 without it being filtered; would like it fullscreen though). As the unstable FPS problems people probably ran into playing Layer Section on high-end systems, since I got a legit physical copy off eBay, there's *dll files in the disc that fixes that.
