If you want to do it outside the wireless union room (which I can use just fine on my acekard) then yes. But you can also use the wireless union room.

All IR is used for is the IR menu of the C-Gear, which provides handy access to trading Friend Codes (which you can do yourself), battling (union room), trading (union room), and feeling check (no practical use that i'm aware of, or at least not one that will take something away from the game).

See, I gave alternate methods to do everything the IR does.

However in BW2 you need IR to exchange keys, but there's probably codes to unlock those already.

So yeah, IR isn't necessary.
