She was level 9 fighting a level 10 Choroneko (the cat). OHKO'd him. Apparently in Black/White, Dog is super effective against Cat!

I just finished the first half of the game, and now I can encounter older generations Pokemans, and all the trainers have level 65+ Pokemans.

Keep in mind that in Emerald the Elite Four's Pokemon weren't above level 65. I think a few were, but for the most part... no.

Ah, those trainers. Is there a specific area on Isshu that opens up after you defeat the Elite Four.. Or am I missing something here?

The right half of the main loop is closed pre-E4. That's where these trainers are.

First half of the game, right there. Meaning he beat the E4. The second half of the game is finding the 7 sages or something. And exploring the other half of the main loop of the map.

If you'd read his post more carefully, your 13-year-old brain might have been able to handle it.
