Not around tourist season when the traffic gets horrible, you don't.
In general, during the height of the tourist season, locals will actively avoid downtown, due to traffic snarls. However, during the off-season, it's quite nice. Lots of farmland, plenty of walking trails on the Battlefield, plenty of history.
The transit system in-town is pretty decent, though during the height of the season, it can get crowded, delayed, and snarled as badly as the Square that out-of-towners can't seem to ever navigate properly.
I avoided town for most of the 150th, but had to make a grocery trip and traffic was backed up. Tourists will blindly jaywalk into the street every few feet, and even across the Square, which makes the traffic even worse. The curb-to-curb buses weren't running then, either. They were all needed for shuttling people to and from the reenactments.
Anyway, I'm tired, so I'm going to bed.
