Dr. Wily II's World Domination Station - Well, imagine a 10-storey building. The first 5 levels will be your standard Wily Stages. Each level is guarded by a Fortress Boss to prevent intruders from entering further into Wily II's complex:
Level 1: Moonstar/Moongod
Level 2: FrostBite
Level 3: Met Man
Level 4: Orbitus
Level 5: Remote-controlled Wily II Machine 3
Only authorized/welcomed personnel can bypass these 5 levels, through the use of an elevator at the first level. Identification is required, and only after Wily II's confirmation, can the elevator be used, and go straight to level 6 only.
After those 5 levels, the next 5 levels are all Wily II's R&D labs.
Level 6: General lab + workstation (You will find me here most of the time.)
Level 7 - 8: Weapons/Defense research
Level 9 -10: Energy research
Levels 7 - 10 are off-limits to everyone except Wily II, for obvious reasons.

After those 9 levels, the final level (Given that level is extremely large, just look at it in the map!
) is Dr. Wily II's main area of plotting.
Level 10: Command centre/Control room, EVIL SPINNING CHAIR, general lab + workstation (You will find me here most of the time), Medical Labs, Interrogation Labs, Storeroom Labs
Beneath the WDS, there is the Generator Labs, which provides the power for the WDS. It's also here that Dr. Wily II does his experimental Energy research.
EVEN further below the Generator Labs, deep, DEEP underground, is Dr. Wily II's Factory of Evil. It is here where all his robotic creations are built, as well as where Weapons/Defense research are done. From Rabid Mets, to Wily II Machines, this is the heart of the WDS.
Level 10 (without authorization), the Generator Labs, and the Factory of Evil are off-limits to everyone except Dr. Wily II, for obvious reasons.
