No no, the logic is that BubbleMan was weak to Quick Boomerang in the Game Boy game, and Rolling Cutter is also a boomerang, so it should work well against BubbleMan too.  Except I don't think Rolling Cutter actually was very good against BubbleMan in the Game Boy game... Oh well.

Cutman takes 0 damage from the Bubble Lead (programmed in, since it's deflected) while Bubble Man takes 40 from the Rolling Cutter.  Moreover he's weak against similar weapons the Metal and Shadow Blade.   This is a mismatch.

Cutman is far surperior in every way, then.   

Bubble might stand a chance against Sonicman.  Or Toadman, even.  But Cutman?  Cutman is definately one of the most popular robot masters.  Bubble doesn't really stand a chance.
