When did Weil start building Ragnorok? :\

Not expressly stated to my knowledge, only that Z4's eight warriors are buying time for its completion.  Simple logic would dictate that it started between Z3 and Z4, given that Ragnarok is redundant as long as Omega can missile-ride wherever he wants.

In a world where in the classic series, fortresses sprung up in mere weeks, a few hundreds of years later, I dont think building a space cannon would take too long. No doubt when Zero beat Omega, he started on plan B. shoot the hell out of anything around Neo Arcadia so there would be nowhere to go to.

Obviously he used his position as Neo Arcadia's ruler to use their vast resources to develop Ragnarok. There's even blueprints lying around the ruins of Neo Arcadia for Montagne to include in his report.

The eith Judges were there the whole time...he reprogrammed them some time before Z3....The Einherjar were just chosen Mutos class Reaploids of Neo Arcadia

It's a gameplay mechanic that very few games have bothered to attempt to explain.  Those that do offer varying explanations.  Everything from clones to rebuilt to fetching souls out of an air fortress.

They dont breathe. I assume they occasionally require air to cool down the ol insides, but breathe? nah. they can walk around freely in space, and stay indefinitely underwater. I dont know bout the bubbles, but im thinking the "breathing" animations are just built into them to make them look more human. I mean, there is NO reason why X or Axl should be able to breathe in Sigma Palace. And yet they do their breathing animations.

I'm going to lock this before any more off topic thoughts come up. The original question has been sorta solved, anyway, though I could've easily chalked it up to "Nobody knows."
