I don't know about FruityLoops, but with FamiTracker, you can import raw WAV files into the DPCM section of your song (on the far right side of the window). DPCM can have a frequency between 33kHz and 4kHz, the size will be 3.9kB and each DPCM on a song can be 8 seconds long. =w=; </wii>
