Music must be the easiest thing for them to make. Spriting on the other hand, is a different story...
All those tiles take time to make, and then their's programing all the controls and elements...

Not to mention that their current focus is on the 8th game and that's going to take just as long...
I mean, they haven't even finished Frost Man's level as far as I know...

Funny that you mentioned that; I saw the first (enemy-less) half of Frost Man's stage posted on YouTube, but otherwise that's all they have from what I can collect.

While I'm not sure if this has already been brought up or not, but since rockman 7 fc does not have an intro stage, did the development team ever make an 8 bit version of the stage 1 intro theme? I used to like that song, and been wanting to hear what it would sound like as 8bit.
