That happens to be Dr. Spyche, a rival reploid to a Platipus reploid scientist. His second form is Mad Natilus, respectively. In this case, he looks rather bored.

Why show fanart of reploids unknown to you if you only know "those with bewbs" that spawned from the same game?

The term shota is often used along shotacon, while many prefer to use the shortened term shota.
Chibi is that what you understand it as the superdeformed style, infact it is the generalised term for short persons and small children.
IF you want to argue now, it will only end in a ludicrous debate.
