Heh, I knew you would pull that pic out. Go look at the other ones. Almost everyone is blonde in those pictures but not all of them are blondle as sprites. Well except maybe 3 people which i believe were Cyan, Gau, and Strago they aren't blonde in their pics or sprites. Hell even Mog's puffball is yellow when it is pink in game. I doubt many people outside of Japan even remember the original O.K.) I miss the absolute wrecking machine she was at the end of FF6 after snapping out of her depression in World of Ruin.

But then again, they also made Cloud extremely depressive compared to how much of a talkative [tornado fang] he was in VII, but we've already analyzed it's just because he's an eternal screw-up who can't even save the world right.

Also, Terra was always a bit of a wuss until she let her womb drop. They took that Terra because it was more beneficial to take the characters BEFORE they had their changes in their respective games... or in Cloud's case, after they lost positive character development.

This. I'd recommend the character that is most linked to the main character (heroines probably) on the Cosmos side. Probably most rival like character on the Chaos side. (Seifer, Leon, Seymour, etc.)

V - Chaos: Gilgamesh. He's one of the most requested (Sure, why not. Might aswell appease people.) Cosmos: Galuf, srsly.
VI - Cosmos: Plenty here. Celes, Locke, Sabin. (Personally Celes) Chaos: General Leo (rival and possible misfortunate mind control on Kefka's part)

I was just thinking about Leo, actually. He'd fit the same sort of character as Jecht and Golbez in the way they're portrayed. Not necessarily evil, but on the wrong side regardless.
