There's actually no confirmation of there being an entirely new voice cast. Though it will have an entirely new production crew, so you're right about the new director and soundtrack composer.

This should be fun. I haven't watched the first season, but I've enjoyed what I've read of the manga/novel/whatever.

I think that depends on if there are still volumes of Lucky Star manga/novel to be adapted to anime like with Haruhi.

News sources everywhere on the net state that the new staff is "still casting voices", which would be quite odd if they were re-using the entire cast from the first anime.

If you think they can produce around 100 episodes before the series ends (which would be either this or next year), then yes.

It's nice that we get "english versions" as soon as the Japanese get theirs, but I sorta like how fansubs have fancy text and whatnot. But I guess that the fact that we get the episodes a lot sooner is better than fancy subtitles.
