Because the logic is that if you're female you need to wear clothing. Because I'm pretty sure Rouge's curvyness wouldn't be acceptable if she went around like the guys.
Archie Sonic is pretty much the outlier there with Sally.

What really baffles me about this is that Rouge's species was changed along with her measurements. Why? Are bat characters frowned upon over there, or was it an honest mistake?

Well looking at the rest of it, chances are they didn't have somebody competent enough to model a character with seductive spandex or anything resembling Rouge other than the white.

Or they just didn't care, that's probably it, they knew it was just a shitty TV commercial so they said "[tornado fang] It."

maybe they didn't have enough time or the skills to draw her properly lol, but then again look at how all the other characters look, tails only has one tail lol

It's a 3D Model. You don't just draw one.

But I personally think it was that they had limited funding for this.
