I don't think you can get those yet unless somebody in Japan let one out to the world already.

Nintendo fixed the network issues so the eShop and stuff stay on but the online itself save for the eShop has been working fine. Must be a Pokemon specific thing.

We'll have to see in the Ruby and Sapphire remakes that will have to happen eventually.
