It was the plan of DWII from the start. He wanted to frame Dr Ira and stay out of suspicious, that's why he pretended to be kidnapped. Clever.

Well... Given the big reveal has been well... Revealed, I have updated my first post with links to my dA account to the 8 IRNs.
I've given all 8 of them a bit of my info-card backgrounds, and I have also revealed the coming Gen7 Fortress Bosses, as well as Gen7's Wily II Machine.

Just in case some have missed out...
Sometime between the 5th and 6th games, DWII was helping Dr. Ira in his research on the Ability Orbs. Unknown to Dr. Ira, DWII had encrypted an overwrite password into Dr. Ira's IRNs. When DWII has imprisoned, he said out the password, "Banana Split", which overwrote the IRNs' initial programming. DWII had previously instructed Suck Man to create 2 portals: One to break DWII out of prison, and another to kidnap Dr. Ira. With the real Dr. Ira disguised as DWII, the real DWII unleashed a robot clone of Dr. Ira, to act as a diversion for his next plan to take over RPM City.

Now that's done, time for you all to face the real challenge!

Name: Brick White Devil

Designation: Fortress Boss (DW2N-FB025)

Background: Brick White is a menace in terms of RPM City's monstrosities. An art supply gone rogue, Brick White survives by camoflauging itself as an innocent wall, and devouring surprised n00bs that got too close. DWII chanced upon one Brick White, and from information gathered from DarkWaltz, plots to use Brick White to his advantage. He innocently asks Borockman for a Brick White Devil concept, and with a certain blueprint... You get the idea.
Brick White Devil (BWD) is still as hungry as ever, and will stop at nothing to engulf his foes. Instead of spliting up into blobs of goo, BWD splits up into individual bricks of Brick White, packing a lot more punch if hit. He can also fire off laser beams from his always-open eye.

Character: OMNOMNOM

Weakness: DarkWaltz mentioned indigestion... But how... Overload Pulse...

There's always next gen.

The next few Fortress Bosses are inspired by a Wily creation from a Rockman manga called Rockman: Blues' Awakening. The Wily creation is called Wily Blues, basically, a Wily version of Blues. The difference is that this Blues has default twin busters, and his shield "grows" from nobes on his busters.
Now, with the inspiration out of the way...

Name: Wily II Borockman

Designation: Fortress Boss (DW2N-FB026)

Background: What better way to confuse your enemy, then by creating clones of them!? After being in RPM City for so long, DWII finally decided to create robot clones of RPM's heroes.
Wily II Borockman (W2B) is the first in the clone series, based on RPM's resident Megaman, Borockman. The difference is the twin busters that W2B has on default. Double the firepower, double the charged shots.

Character: Just like Borockman

Weakness: There's a rumour that Borockman does not like coffee... Maybe... Coffee Stream...

Wily II Vixy (W2V) is the second in the clone series, based on RPM's resident Megawoman, Vixy. The difference is that W2V is more feline, wielding her claws at lightning speed. W2V also uses her speed to further confuse her enemies.

Character: Just like Vixy

Weakness: Such blinding speed... What can possibly match that... Rapid Pellet...
