I don't think that the background means anything. They just put up art for the background of most sections, they probably wanted to show something from Mega Man 9.

I'm thinking it could be just as obscure as a musical easter egg. Much like Kazumi Totaka's (uhhh what's the word I'm looking for) 19 notes.

S-Kill did say it was an easter egg. So maybe there is someone who works at Capcom who is trying to follow in his footsteps. Maybe there is a certain point of the game where you have to wait for a certain amount of time to make whatever happen, to happen.

How? There nothing here some freezes.
BTW if you say freezes, i suggested you play Megaman Genesis from sega genesis, that completely freezes.

The super arm animation is in the game. And the walls in Galaxy Man's stage are pretty much the same as the super blocks in Elec man's stage, aren't they?
