The adjustments may not have been taking place at that laboratory. Busy with Rock, he may have taken his notes with him to review until the fight starts.

makes sense I suppose. Wily DOES always seem to have an extra fortress or two lying around... so its not strange to think he may have one lying around somewhere else with Bass.

Hmm yea your probably right. I sure look forward to mm10. :) I mean wily did escape during the ending of 9 saying "you will be destroyed along with the castle" So he's not "down 'in out" yet. :) He'll be back again.
