I took my 3DS to Shippensburg University and walked around campus with it on for the express purpose of getting Street Passes, and I played it while at the Cub, and I still didn't get any!

I only got one Street Pass and it was in Hanover.

Well, the HA Johto starters event via Pokemon Bank has started, I just received them.
Before you access them via Pokemon Bank, make sure that you have received any outstanding gifts via Pokemon Link.

The event will run until 30th Nov 2015.

Technically, Gift event Pokemon comes with 3 max IVs, iirc.

My Mystery Gift Pokemon only have one good IV. DeLorean the Celebi has three max IVs (HP, Attack, and Defense and can't be beat). Here's what my Johto starters have:

Blazin'Sauce the Typhlosion: Above average potential, fantastic stats, best stat is Attack.
Tick-Tock the Feraligatr: Decent all around, fantastic stats, best stat is SpAtt.
Littlefoot the Meganium: Above average potential, fantastic stats, best stat is SpAtt.
