According to the Kanto gym leader roster that Akira made it's Dr.Wily's.  If he doesn't show up or gives it to you it's yours.  However Saffron and Viridian are up for grabs.

Ah, sorry bout that.  Didn't check the list, maybe I'll just move to Hoenn and take up residence in Lavaridge Town. I hear the weather there is lovely this time of year. (Yeah, I get the feeling that this is limited to Kanto but I'll just kid around anyhoo.)
