I just really enjoyed his stage and music. Yeah yeah, SHOOT THE GENERATOR and his stage was fun, but I just liked Mattrex's better. the music also really sounded like it belonged in this scorching area.

Penguin's stage was fun, and marks the only mandatory Capsule in the X series, but its not that memorable besides that.
He's more humorous for SHOOT THE GENERATOR! than anything else, but even thats not much to help him.

As I said, I voted for him purely out of nostalgia.

Plus, his music has a notorious part that all remixers fear; one that is hard to pull off but when done well is beautiful.
