DWII and Roa just stared at Afro.

Roa: Why not I help you with that last wish Wily-kun? Oh great Dragon Sky... I WISH TO TAKEOVER RPM CITY!!!

DWII + A-S: Wait what!?

So you have wished, so it will be granted.

Lightning bolts flashed, and thunder roared... And soon, the sky had a reddish hue, and the feeling of dread and fear settled into RPM City... Manical laughter could be heard from the rooftop of the WDS...

With the final wish granted, the legendary Dragon Sky swallowed the seven Yashichis, and flew into the sky, and at his peak in flight, spat out the Yashichis in 7 random directions, before disappearing into an aurora, that eeriely shined in the red sky.

[Afro-Shroom]

A-S:....damn it, one of those better not be inside an enemy crab again.

[Dr. Wily II]

DWII: THAT'S NOT THE PROBLEM! ROA IS NOW RULER OF RPM CITY! AND THE THINGS HE'S GOING TO DO TO US!!!

[Archer]

Roa raised an eyebrow. "'Do things to you'? I'm hurt, Wily-kun. We're old friends, aren't we? If you give me your loyalty I can definitely make Life good for you. The same applies to you too, Afro."

[Afro-Shroom]

A-S: *breaths a sigh of relief*

[Dr. Wily II]

DWII thought hard. There wasn't much of a choice anymore, though revived, he's defenseless, plus homeless due to Roa's control over the WDS.

DWII: *reluctantly*... Fine... I swear my loyalty to you...

[Afro-Shroom]

A-S: Why do I have to do this again? I'm already your apprentice.

[Archer]

"Ah! I'm glad to hear that, Wily-kun! It'll be just like old times." He looked at Afro. "Indeed. Well, let's just keep things simp-hehe-ple." He turned away from them, to look at the sky, hiding his smirk, trying with all his might not to laugh.

"The results of my endeavors have satisfactorily harmonized with the forecast that I generated and acted upon in accordance to a detailed anylasis of the situation at hand and the desired goals that were stated by key stakeholders and interested parties at the outset of the events that previously unfolded!"

Roa's face turned serious. "Anyway, Wily, I need you to start creating security robots and the like for me. If you need the money to do so, take it out of Afro's salary. Which...I will just send all to you because he owes you a rather large debt anyway."

[Afro-Shroom]

A-S: Aw...that's not even-wait I have a salary?

[Archer]

He shrugged slightly. "Well. You do now."

[Dr. Wily II]

DWII: I guess I can do that... Though his salary will still not be able to repay his debt... Mind if I get to work in my old lab?

[Archer]

Roa nodded. "Of course, go right ahead. Though don't be alarmed if things...change. I may do some renovation in the meanwhile."

[Police Girl]

RMZX and Kallen were flying back to their place...

Jeez, why is it taking so long?

I don't know... It feels like over a month has passed...

Suddenly, a big shot comes out of nowhere...

Holy [parasitic bomb]! What the hell was that!?

RMZX looks and sees that the giant purple monster had shot at them...

Hmm, it looks like it wants to fight...

Yeah, but we're harmless... why would it want to kill us?

Suddenly, the Monster ran towards the two Knightmare Frames...

I need absolute protection! Damn, I can't type that fast!

Kallen fires an RWS at the monster, it was blocked by a strange shield...

What the hell is this thing?!

[Flame]

Flame had run nonstop from Folterkammer and was headed for the WDS, He had been running for over a few minutes, not slowing down a bit thanks to his bionic cyborg legs. He had heard Afro say something about Roa, and Wily too... And within seconds, Flame had realized just what Roa's plan had been all along... He wanted the Dragons wishes for himself, no doubt to somehow take over the city... He had to stop it. Suddenly there was a flash, and the sky turned blood red, as if it were bleeding into itself... and a cold shadow descended upon the land. Flame screeched to a halt. It was too late... No matter. He still had to reach the WDS. He had no Idea how he could ever defeat Roa in his current state, but he had to do something...

[Dr. Wily II]

Back at "his" lab, DWII was a bit surprised at the general red colour scheme of the lab, with medieval equipment, and long, drappy curtains.

DWII: O... K... Might as well rebuild my DW2 Numbers and Fortress Bosses for security...

DWII was half-way through with the rebuilding when the security system beep.

DWII: COMPUTER! STATUS!

Flame is approaching the WDS at an alarming speed.

DWII: Looks like it has begun... Computer, relay the message to Roa. He needs to know.

Command received.

[Archer]

"Flame, hm?" He murmured after receiving the message. "No. 8, didn't you say he was at the Folterkammer?"

8 nodded. "He was."

"I see..." He looked out toward the approaching figure.

[Dr. Wily II]

DWII: So what are you going to do Roa? *suddenly appeared behind* Fight him? Toy with him? Make him join your side?

[Archer]

Roa smiled amusedly. "Join me? I wouldn't mind if he wanted to, hell I'd welcome it even. But.. if not, then..." He trailed off, his smile twisting into it's usual smirk.

[Dr. Wily II]

DWII: O... K... Anyways, I'm just here to inform you that the security force is all ready to be dispatched at your command...

[White-Jet]

Deciding to sit this one out, Hajime leaves WDS to continue his delivery business as usual.  Hopefully, if Roa does succeed in becoming a perminant staple to the RPM world, he would get calls from other people who want to take him down before he does anymore changes to places other than WDS.

His Dragon Delivery Truck has already been parked outside by unknown means, waiting for him to board and drive off deeper into the city, finding something to do while opening back up for business and waiting for calls.
