This is just a guess... I'm probably wrong (very likely), but I think this is making fun of people who said there wouldn't be a Rockman 10. Why? Because it was already out! Stupid people were calling Rockman X Rockman 10 because of the roman numeral. The X was never meant to be taken as a roman numeral. It was sort for Xtreme, like everything else in the 90's!
