Tough choice. If this were BN I'd pick Tomahawk Man, easily. But, "Robot Master" says to me Classic, so I'll go with Napalm Man.

Hmm. Tough choice. Tornado Man does have some nice stage music, and his battle with him is a worthy one (even when equipped with his weakness)...

But, I do tend to forget about Bomb Man, among the sea of colourful RMs. Come to think of it, his stage was the first MM stage that I had ever played on.

So, I'll go with the old Bomber Man (no joke, he really is called that, sometimes).
