Ever hear of scandals? Best Movies almost always distracts visitors/civilians from problems with the city itself by showing it as a "perfect city" in the US as a whole.

Nah, I think it's more along the lines of programming complexity. The developers are too lazy to alter the program to be compatible with the basic controller AS WELL as the Wii's motion-sensor controls.
