BIN files that acts like a CD image needs a sheet file that lists all the items inside the BIN file before it can be loaded into a ISO loader. In this case, that sheet file is called CUE. It will play files inside the BIN in a specific way depending on orders given by the CUE. Like example playing Sound Files at a specific time assigned into the AUDIO part of the CD Image.
BIN files in general tho, are just that, BIN files. They are archives with the files inside, packed differently than zip or rar archives. Those need a different program to load properly. Those programs are not easy to come by, but some of them are freeware. The BIN files are encrypted differently depending on how they were programmed, so it won't be easy to rip out the graphics or other media files you want to edit. Not only do you need a extractor to rip out the files, you need a inserter too, so that your modified edits can be put into the game again. That might be tedious and tiring, but there is ways to do it.
Another way to hack ANY file is with hex editing or tile editing tools.
