That looks like a very cool dude. I think I have a cool dude like that (it doesn't mean its exactly the same). He's a fire magma person likes to go on lava baths eventhough its so hot that no human can survive but he can. 8D

So umm... he does look like a military person. He can be the helper of the other man (the left one). Wait, the left one has no arms?

Just make a frame, draw whatever you want on it, then make another frame (or keyframe) and you copy the last frame to it.
Draw the small changes to the new frame (closing eyes, open mouth, whatever), and keep it up like that. ^^
