Yeah it's the same guy who did Decisive battle :X vs Zero, and X vs. Zero 2 (which is more a remake of the first one)

Personally, that's how Omega Zero should have been in the eyes of the fanboy, but overall it's a pretty nice design.

Though I'd like to see a version that's more build like MMX Zero in this style. (taller, bulkier, long legs, etc.)
