It would've been real, but various things happened that canceled the project. I think it was partially the fault of dipshit fans.

thats exactly what the problem was. actually, Dickman offered this  explanation.

I'm more into displaying the story behind these instances. There is alot of things that make you think, but people strayed away form it... ALl they liked was the gore and Matrix factor of it... Ya see, the whole deal was RockMan Neo's struggle for the truth of himself and his choice between good and evil. A fallen angel who wants his wings back.
also, I remember a few problems that arose when he put the project on hold, issues that resulted in theats of legal action from Dickman. I remember this one group that refused to let it die, and basically just took Rockman Neo and decided to work on it. they made that one level game from a while back.
