Rockman DASH 2 Rare commercial

Happened to run across this on YouTube:

I keep laughing at Volnutt's 'murder face' as he points the Hyper Shell at Klaymoor.    That Jet Skate animation looks really smooth, too.

It's so nice to see something as rare as the commercial for Rockman DASH 2. I've never seen it before.

Man, it so was a different era back then.

EDIT: It seems the video has misaligned fields making it look like it has an afterimage.
What I mean is this:

Is there anything that can be done about it? I've tried to use VirtualDub with the Dominance Area filter. No luck.

This is what we call interlaced. It's the way old TV's displayed their image. It becomes much more apparent in video captures.
