How do you make that static scratching sound?

You know those static scratching noise you hear, like from the .hack game series? I want to know how to make that same noise or something similar to that effect. Here's what I mean in this trailer.



Between 0:21 - 0:25 and 0:31 - 0:34.

How do I make a static noise like that? I like to make it or get a sample of it to use in trailers of my RPG project to give a mysterious feeling to it. Kinda like you're trying to see something on the monitor, but the data gets all fuzzy and static and cannot make out what it is.

I like that I want to have someone like that. Does anyone know?
Also what program can recreate that noise?

The way I did it when I was mapping for a HL1 mod was to take the sound of a jet of steam and reduce it in pitch (and a little in tempo), indistinguishable from static except to me.

Use "Generate White Noise"

Alternatively, find a sample of/record some white noise

I put on my [twin slasher] face.

I also go by Spectro D., Idylleaus, Malabar, and Dumb-bit Twofuck.

Though it's going to tricky to get the proper length of the White Noise to be perfect like in the .hack//Link video above. Thank you.
