Bump for the hell of it and I figured kill two birds with one stone.

In P3:FES, does anyone know if you need the social link max ITEMS or the links MAXED to get Orpheus Telos? It seems to make more sense to have the items rather than the links, but I honestly just don't know

You have to max out all social links in a single, and every single  playthrue. Since the MAX items are key items  and those all reset on each run.

I heard about the item reset thing, but I'm playing with a file that brought stuff over from the regular version, so even if I had never touched the Magician Arcana in FES, once I was at the right level in it, I could still fuse the ultimate Magician Persona. If I DON'T need to max them all out in that case, then i can take a breather and worry about the ones I never maxed in the first place, but if what matters is the status of the links, then I'm going to have to suck it up.
