The Ranger WiFi missions were time restricted. Second-hand game cards might have them uncompleted, though most likely not.

Leave it to Nintendo to make things way more overcomplicated than they need to be. Hold Mew, Celebi, Jirachi, Deoxys, Darkrai, Manaphy/Phione, Shaymin, Arceus, Victini, Meloetta, Genesect, Keldeo and probably like two more pokemon as well behind a big [tornado fang]ing gate of Event-only so you can't obtain them easily. They've gotten better with the putting stuff on WiFi Mystery Gift and Gamestop events but that's still not good. Just leave them as like super-hard to obtain but you can obtain them in-game normally like a sidequest or something.
Holy [tornado fang], and its worse with some pokemon than it is with others. I hate this [tornado fang]ing distribution method.
