DL stands for download. RM8FC stands for Rockman 8 Famicom.

Now we can't be any clearer.

If you mean the test demos, You can find them on the upload page.
It's the fifth link on the site. Just look for any zip files that have the title of the game in them,
and maybe a few numbers after that.

They also tend to be the largest files. (roughly over 2.6 MB if I remember correctly)
