Solo is the human form, while Burai/Bly/Rogue is his denpa henkan battle form. Yes, he essentially serves as the rival in SF2. If you need comparison for comparison's sake, a combination of Blues and Forte, more or less.

Slur is also female, BTW, as Trance pointed out. More or less designed for Stream only, to hand out Asteroid Navis in the anime and be a rival for Forte while Rock had other business to attend to. She does Duo's bidding, and traveled with him on his asteroid of doom.
