Mewtwo nodded and lifted his hand, his palm aimed for the ceiling. He concentrated and fired off a blast that punched a hole through the thick floors above, debris raining down. The ceiling gave way, and he was almost through the next floor when he felt something rip through his triceps, causing him to cry out and withdraw his arm. He clutched at the wound and shot his gaze over his shoulder, seeing a breathless Giovanni standing there.
Giovanni ejected the empty casing, cocked the rifle, and took aim. "Give me a reason. Just one."
Mewtwo didn't respond. Ignoring the pain, he grabbed Wily and Ahrzayl by the arms and took off, raising his Barrier, and forcing his way through the remainder of the uppermost floor.

Quickie's fighting Jessie in a test to prove herself and perhaps get some assistance from the trio, while Mewtwo, Wily, and Ahrzayl are cornered in an elevator, with Domino and her troops surrounding them, armed with assault rifles. Giovanni is on his way to their location, currently, wanting the final shot.
The rest of the group are watching Quickie battle with her two Pokemon and borrowed Togekiss, and so far, Quickie is winning, despite being a lousy trainer. Jessie's about to have a coronary over it, while James and Meowth have since had second thoughts.

I'm attempting to soften the blow by bringing up examples and situations that are similar, such as the NPC situation I cited. I'm hoping he'll understand, as we're not trying to be his enemy.

So, would there be any sort of rivalry between the organizations? Team Rocket would love to rule the world and they have agents everywhere. It's a large organized crime syndicate. Now, Team Plasma, should Team Rocket encroach on their turf, would no doubt engage in a turf war. You have different syndicates fighting over the same territory. Team Plasma, if they're worth their salt, would consider expanding beyond their region, where they would come up against Team Rocket, so why not try to ruin them?

Does N have any connection to Team Rocket? He can join in their current operation. Or, he could use their operation as a cover for his own infiltration. Lots of opportunities, as even Giovanni's distracted. They're all focused on Mewtwo right now, perfect time to sneak in, perhaps get some classified information, sabotage the place, or whatever.

Right now, I'm in a similar predicament with the Pokemon RP. I like to play with NPCs and I will populate the story with them. The problem is, I end up usually being the only one who actively controls those NPCs.
Psst. Guys. Feel free to grab any of the Team Rocket characters and go nuts. I'm not staking any claim. That's why I left my last post open-ended.
But, anyway, that actually sometimes happens, even with experienced RPers. A campaign will sometimes end up with one person taking the lead and then advancing the story and trying to still play fair with the NPCs against their own character. I encounter this a lot, and I'm used to it, but it makes play difficult, and I end up being extra hard on my own characters because I don't want to show any bias.
MCH, if Kathy falls into the NPC category, encourage others to take control of her. Throw in other NPCs and encourage others to use them. It may not work right away, as from experience, I have had to practically give other players the NPCs and tell them point-blank that that particular character is under their control. This happened a lot with a friend of mine. He controlled one character, when I was juggling not only mine, but any NPCs.
I'm not sure if this is the case with the Wily RP, but it is with the Pokemon RP on the Team Rocket end, and the situation is similar in that we're controlling our own characters' weaknesses. Encourage others to join in, supply them with an endless amount of NPCs. Supply them with props and items within the setting that they can use. I gave Team Rocket an armory, for example.
This way, if you're the one advancing the story, you can still make it a group effort by encouraging participation with the NPCs.
That said, Team Rocket has an army. They've got Mewtwo, Wily, and Ahrzayl cornered in an elevator. Got plenty of NPCS, several with names. Pick one, or two, or more, or add your own. If you're in Domino's group, you start play armed to the teeth. Join in!

Mewtwo froze where he stood. He counted ten sights that he could actually see, though he was certain that there were more, each one trained on him. He could send out a psychic blast to disable the ones he could see, but how many more would take the opportunity to shoot him and his colleagues?
Around the corner, Domino could see the clone hesitate. She tightened her grip, noting Wily and Ahrzayl behind him. "Oh, Ahrzayl," she said with mock pity, "Mewtwo got into your head, didn't it?" She furrowed her brow. "It was only a matter of time..."
Her comlink crackled as Giovanni contacted her. "Agent 009, what's your location?"
"Hangar Level C," Domino answered quickly, still concentrated on Mewtwo, "we have it cornered in the elevator. Slade already cut power to it, so they can't use it. I gave my troops orders to open fire, should it make a move."
"If Mewtwo makes the first move, it'll be too late!" There was a burst of static and Giovanni sounded breathless, which Domino assumed was due to him running. "Open fire and take it down, now! While you have a chance!"
"Kill shot, or wound it?" Domino's finger flexed around the trigger.
"Wound it," Giovanni snarled. "I want the final shot."
"You heard the boss," Domino nodded to her partner, "Non-lethal shots, only. Giovanni wants it alive." She turned her gaze back to her scope and took aim. "For now."

"Good girl, those flying types? Hit them with an Aerial Ace." Mabel gave a nod and jumped back into the fray. "Phoenix? Flame Charge. It has to hit something, and there's too much going on for me to tell what's what. Blanc? Aura Sphere. Pick at them, they're stumbling all over themselves."

Blanc took to the air, while Mabel and Phoenix flanked the group, dashing madly through the barrage. Taking the opportunity, Quickie dug through her bag and fished out a pack of Meowth treats. She turned and shouted over the battle. "Hey! Meowth!" She held the bag out as she jogged over. "Hey, peace offering. I'm sorry about what I said. It was just an act, I needed to get your guard down. Honestly," she smiled sincerely, "I think you're pretty cool. You're a stand-up guy when you want to be, and... you are a true Meowth. I hope you get that uniform that you want, you'd look adorable in it."
