Given gen-wise... All 3 are considered mid-game, you can catch them after the 4th/5th gym.

Dr. Wily II jotted up, as if awakening from a very bad Nightmare. Looking around, he noticed he was in the surreal dreamscape again.
"Argh, not here again."
Walking along, he noticed the TV-flowers again, and watched what has transpired thus far.
