At Team Flora's secret HQ, Dr. Wily II had some initial batches of Mind Powder ready, and were testing them on some lab Rattatas. The results have been quite promising. Of course, all this research requires constant power, and that's where New Mauville came in. After a certain Trainer helped to clear the area, it was easy for Team Flora to quietly sneak in, even for druggie Grunts, since Wattson was still preoccupied with his Gym duties.
