Background: Wait, not a horror movie! Anyways, there was some potential with regards to Terra's/Earth's Spark Chaser technology. So DWII decided to use that in Hydro Man, granting him controllable liquid direction.
Hydro Man's main weapon, Hydro Chaser, deceives enemies by thinking he missed, only to hit them with stunning accuracy. His other weapons include forming a sphere of water in his hands, and then throwing it at enemies for an explosive effect (Hydro Bomb); Firing his water streams into the sky, which then rain down onto his enemies for a wide radius (Hydro Flush); Summoning up all his water reserves, he slams both palms into the ground, which results in a tsunami forming to sweep his enemies away (Hydro Tsunami).
Character: Has quite a bubbly personality.
Weakness: I believe you all still remember the hint last time. Split water... Machete Frenzy...

You get... HYDRO CHASER!!!
You get his weapon from Hydro Man. Megaman fires off a stream of water, and can control the direction of the stream (If this is implemented in-game, after firing the stream, you can change the direction of the stream by pressing the directional keys, so to go up, press the up key. You can only change the direction for 5 times before the stream disappears.).
