Though I'd like to think it's because they're following off of Ruby/Sapphire and not Emerald.Good... Wallace was an excuse of a Champion, anyway.
Note that they actually quote Steven as a Champion, just as they quote Green as a Champion and not as a Gym Leader (but use his Gym Leader artwork
