Depending on the area, it might not be required, due to what type of therapy dog it is. If it's for emotional therapy, it may not need a vest, but the owner will have to carry a card identifying the dog as such.Huh that seems odd to me.
Though, Home Depot and Lowes do allow dogs in the store, so it may not be a therapy dog.
