It's interesting how that flies in the face of various points of the Indigo and even Johto arcs, even though in terms of character-depiction, yes that is obviously what they're going for (sure, we take it in The Simpsons, but that show isn't meant to make sense). At least two years should have passed by Spell Of The Unown (1 year between Viridian City Visits, and the Pikachu short being Ash celebrating the anniversary of their meeting), and if you take Gary's mention of Pokemon Leagues meeting once per year into consideration, Ash ought to be very nearly old enough to drive by now.
The fact that they're so stubbornly against the concept of passage of time simply means that Ash is fairly compared to Red's early days. Ash is no worse a character than Red, he's simply denied Red's growth on the grounds of status quo.
Exactly I don't understand why they made it so he never grew, there's no physical change in him other than the darker tan he got near the end of Johto if I remember correctly. Same thing with Brock you'd think he'd be in college if they even cared about school in the first place, heck he should be the one driving a freaking RV all over the place so that way they don't have to camp out or worse stay in castles/mansions haunted by lonely ghost pokemon.
Oy ve, non aging characters may work for american cartoons like the Simpsons and Family Guy but not for an anime as long as pokemon.
