Its just that Beck is more like a Reploid and Call is more like a classic series bot.They said she wasn't installed with Human like qualities, I think that means no emotion. Besides if you look at Roll Call's art there you can see her taking off her shirt with almost soul less eyes.
At least, that's my theory. I'm not an expert at this.
