I linked to a IPS patcher on the last page. You still need to find the USA version of Mega Man 2 yourself.
You open the IPS patcher, load MM2 first, then the IPS file I created, then you press the Patch button.

Put this patch onto the following ROM:
Megaman II (U) [!].nes (Size: 262160 bytes; CRC32: 5E268761)
My sprites are finished, and so is the story text.
I'm gonna put more work into it on the next versions.
Use a IPS Patcher for this, like SamIPS or something.
Don't ask me for the ROM or emulators.
Have some fun with me!
