I mean, region locking is one thing. But if I'm reading this correctly, if you buy an XBone in the US, then have to travel for business or whatever, you won't be able to play your games due to the system being import locked.

Logically speaking, they should be trying to get rid of it now. Here's the thing...

My guess is that companies were happy that Microsoft was pulling this "no used game" [parasitic bomb] because they benefited as well. For some strange and very stupid reason, neither the companies nor Microsoft expected the immense backlash over this. I also think Sony was kinda hush-hush about the whole thing after the XBone conf. and adjusted their E3 conf. accordingly because they knew it would receive thunderous applause and get a lot of pre-orders, which it has. After that, the companies that were most likely behind this probably backed off and said "Oh yeah, we're all about used games baby!" because they didn't want to be associated with this bullshit, which left Microsoft in the gutter by themselves.

The bottom line is that NO ONE is behind this DRM bullshit. The early adopters, the X-Box loyalist and tech nerds, will buy it because it's new and shiny, but the more common sensed of gamer is going with the PS4 both cause of the DRM thing and the lower price. Microsoft CANNOT lower the price yet because the Kinect is costly and the system REQUIRES it to work (another really stupid [tornado fang]ing move) so their only option to salvage this XBone debacle is to do everything they can to remove it and the DRM plan or change it in some way. If they don't, they won't compete with the PS4.
