I'm guessing it was 15. PS1 memory cards had 15 blocks.
I had one of those multi-page cards too. I was at the very end of FF9... and it randomy wiped the page my FF9 saves were on.
Then I restarted the game and found out there was a scratch that froze the game in the Theater District of Lindblum, somewhere you HAVE to go.

Then again, how many games can you possibly do where the goal is to run, jump, and spin into things before it gets a little stale? o_oyou do realize that it only got gimmicky after CTR, when Naughty Dog let go of the license, right?
those first three games (ctr was fun too) were the best.

But you can also use the wireless union room.
All IR is used for is the IR menu of the C-Gear, which provides handy access to trading Friend Codes (which you can do yourself), battling (union room), trading (union room), and feeling check (no practical use that i'm aware of, or at least not one that will take something away from the game).
See, I gave alternate methods to do everything the IR does.
However in BW2 you need IR to exchange keys, but there's probably codes to unlock those already.
So yeah, IR isn't necessary.
But your friend is right.Pokey is a monster, haven't you played Earthbound? And Mother 3?
