(Yeah, it was the finale of Operation Tempest, Wily. Figured I'd throw that in there because not only was threatening to kill a child a damn good indicator of how evil he is, the fact that he froze part of a region is even worse. Even if he wasn't technically in control of himself at the time.

Later on in Unova, you wanted the power of Meloetta for your own, and captured Ash and his Pikachu in a cage, threatening to kill them if Meloetta didn't go with you. If your operatives hadn't come to the rescue when the power of an artifact known as the Reveal Glass took your mind over, you'd have destroyed the entire Unova region. As it stands, part of the region was completely frozen as a result of your actions," Phoenix explained. "Your Honor, I submit this testimony to the Court Record," he added, turning to the Judge briefly before facing the Rocket leader once again.

"Did I miss anything?"

All those Dratinis who fled from me... I only wanted to be friends! Phoenix thought sadly for a second.

"This case isn't about any possible rebellion, and a good Trainer works together with their Pokemon, bolstering a friendship so there's some give-and-take. Ordering a Pokemon to do what you want it to, even if it doesn't, is cruel! Especially when you're commanding one with such high intelligence as Mewtwo!"

(Side note: When Phoenix was gathering evidence in Fuchsia City, he stopped by the Safari Zone to check it out and managed to encounter several Dratinis, but they all fled. One flung a rock at him.)
