Is it possible for coders to patch the original ROMS with modified gameplay elements such as in-play weapon selectors (maybe the select button since NES controllers don't have triggers) or time trial modes? This would be cool because it would give the old games a ton of replay value.

Seems like it'd be easier just to make a new ROM rather than try to program it into another already existing ROM.

It's probably possible, but it'd be as much effort as a brand new feature.

Expand the ROM data with hex editor or a tool specific to that ROM, direct some pointers to the new data, repeat.
kuja killer has done a lot of fun things to his MM3 hack and it adds new features too.
Look at rock5easily's Endless Attack hacks too. ^^b
Also Rockman 4: Minus Infinity.
