Indeed. 父 (read "cheechee" in english phonetics) means father, and it's a reference to how Sagat kicked the crap out of Dan's old man, and how he comes back from the dead to perform an alternate version of Gouki's Shun Goku Satsu, complete with Tengu Mask.

Well, depends on how you take it. British english would be closer to "cheechee", but if we go by american phonetics, then you're mostly right. :P

No, only chichi brings out that symbol.
The other meaning for it is "Breast Milk" or either one of them. >U<

No matter how you type out cheechee, it will interject to the phrase "Sh*t Sh*t".

LOL, I meant phonetically, seems you misunderstood me, Vix. 父, pronounced phonetically, is "cheechee" if you take the sound as in the "chee" in "cheetah", for instance. :P
