TOM-PON (Naoya Tomita) is a Capcom employee that has been with Capcom way back in the late 80s, where he worked as an artist and designer on a couple of classic Capcom games, including Rockman games, starting with the very first game in the series. A few games to mention he worked on was Rockman, Rockman 2 and Final Fight, among others.
Rockman Unity (http://rockman-unity.daletto.com/unity/)'s own Rockman guru Ucchy took the time to have a video interview with TOM-PON back in March, where he asks things like who came up with the original design for Rockman and what is TOM-PON's favorite stage, and other things.
